German, U.S. and U.K. Pesticide Exports

The volume of pesticide active ingredients exported by German
agrochemical producers fell by 2% in 1994 to 92,681 tonnes,
according to the German agrochemical industry association
Industrieverband Agrar (IVA). IVA attributes the decrease
primarily to lower overseas production costs, reduction in
agrochemical use in key regions and increased competition
worldwide. The association reports that major German chemical
companies such as BASF and Bayer are increasingly looking
abroad for future projects to avoid the high salaries and
production costs in Western Europe. Though the volume of
exports was down, the value of pesticide exports increased
1.7% to US$1,868 million. Approximately 95% of active
ingredients produced in Germany are exported.

German exports to Africa dropped by 43% in 1994 due primarily
to dry weather conditions and an increase in pesticide
production in South Africa. Exports to Asia and the Pacific,
however, increased by over 7% to 22,733 tonnes or 25% of
exported active ingredients, reflecting the growing markets
in Japan, India and South Korea, which are now second in
importance only to Western Europe for the German agrochemical
industry. The 24% increase in exports to Latin America was
due to the "improved economic situation in Brazil, Argentina
and Colombia" according to IVA. The volume of exports to the
U.S. and Canada decreased in 1994 due primarily to the
continued shift in production from Germany to the U.S. and
new lower dose products.

In the U.S., according to the American Crop Protection
Association (ACPA), the value of exports fell by 16% in 1994
to US$1,880 million. The ACPA stated that this was due
primarily to the "overseas relocation of a manufacturing
plant for an exported product." In 1994, exports made up
approximately 21% of U.S. agrochemical industry sales. The
value of all major categories of exports, except nematicides,
declined significantly in 1994; however, export volumes rose
by 12% to 196.6 tons of active ingredients. Herbicides
account for over two thirds of U.S. pesticide exports.

In the U.K., the British Agrochemicals Association reported
that while exports rose by 3.3% to #869.5 million in 1994,
they remained flat in real terms. Exports account for 66% of
U.K. industry sales with 47% of those exports going to other
countries in the European Union. Herbicide and fungicide
exports increased substantially, while the export of
insecticides fell.
