OPEN SPACE?"

Tom Daniels, Director of Lancaster County (PA) Agriculture Land Preservation
Board and Jeff Fry, Farmer and Participant in the Lancasater County (PA)
program will talk about the successful adoption of a countywide Purchase
of Development Rights (PDR) program in 1988. In a PDR program, land is
permanently protected when the development rights of a parcel of land
are purchased and retired from a willing landowner. Since the program's
inception, the county has protected over ten thousand acres and over one hundred
farms, preserving much of Pennsylvania's rural character in the face of
intense development pressure.
