Subject: Proposed FY 1996 Budget Reduction

To All EPA Employees:

The House Subcommittee on Appropriations for VA, HUD, and Independent
Agencies has reduced EPA's FY 1996 Budget by 34%. This proposal is in
direct conflict to the interests of the American people. Reductions of
this magnitude would significantly diminish this Nation's commitment to
the environment. It would have a devastating impact on our ability to
perform our responsibilities to properly protect public health and to
ensure a clean and healthy environment.

While the Subcommittee's proposal is disheartening, I will continue to
fight for the right budget level for EPA. For the short term, Fred Hansen
and I will begin discussions with senior Agency management to ensure that
we have fully analyzed the possible impacts and to decide on the actions we
must take. I am committed to protecting the EPA workforce as much as I
possibly can. I ask that, during this difficult period, each and every one
of you continue to perform your duties with the professionalism and
dedication for which this Agency is known.
