It's not specifically environmental policy, but for an overview of
trade-policy issues, Donna Roberts and David Skully did a nice job on
"Global Review of Agricultural Policies, Western Hemisphere." USDA, ERS,
Statistical Bulletin #892, Sept., 1994. It's too bad congress is trying
to eliminate ERS we won't get pubs. like this anymore.
