Programme. Aimed at policy-makers, researchers and planners,
series highlights key topics in sustainable agriculture and
development. Recent papers examine Cuba's national policy for

*Food Security Beyond 2000, 1994.* Liaison Committee of
Development NGOs to the European Communities. Written for the
European Union's review of food security, this report
discusses food production, food distribution and food
security, and suggests that farming and related work offer
the only realistic guarantees of food security for the
majority of rural people in the developing world. Explores
significance of sustainable agriculture, biotechnology and
agrarian reform; argues that only sustainable agriculture has
the potential to feed the hungry in the long term, and that
biotechnology is unlikely to improve food security for the
poorest people. Concludes with recommendations for policy
adjustment regarding aid and project support in developing

*Food Security: A Post-Modern Perspective, 1994.* Simon
Maxwell. Identifies three main shifts in thinking about food
security since the World Food Conference of 1974: from the
global and national to the household and individual; from an
exclusive focus on food availability to a focus on livelihood
in general; and from objective indicators to subjective
perception. Recommends food security policies which embrace
diversity and provide choices to individuals and communities.
