Africa. Contends that investments in research have had
meaningful impacts in improving agricultural
productivity and discusses those impacts. Finds five
major factors that influence technology development and
transfer: agroclimatic conditions, civil unrest,

Promise, 1995.* Elizabeth Mansager Higgins. Provides
overview of U.S. Department of Agriculture (USDA) Water
Quality Incentives Program (WQIP) and examines barriers
to its success. These barriers include limited funding,
lack of education and outreach, piecemeal system of
evaluating progress, poor coordination between
administering agencies and inadequate means of
recruiting participants. Suggests solutions and
improvements to these problems and ways the WQIP relates
to Integrated Crop Management and Integrated Pest

*Funding Safer Farming: Taxing Pesticides and
Fertilizers, 1995.* Center for Science in the Public
Interest. Beginning with assumption that pesticide fees
and taxes are not politically feasible for paying for
agrochemical externalities, report argues that small
fees on pesticide/fertilizer sales could provide needed
revenues to fund programs designed to promote
alternative farming practices. Recommends increasing
state taxes on pesticides, using revenue to reduce
pesticide use, and increasing federal funding support
for research on alternative agriculture. Cites recent
opinion poll indicating that American consumers would be
willing to pay small increases in grocery bills to
promote sustainable agriculture and reduce pesticide
