California pesticide reduction program

Does anyone have information on the program recently adopted by the
California legislature that offers technical and financial support and
financial incentives to farmers to reduce pesticide and synthetic
fertilizer use by adopting biological farming systems? Does anyone have
an opinion on its likely success?
