The Bio-control people only have about 4 months to sell. They are in the
peak season. This is the worst time to call for help preparing
Bio-control rules or even give their comments. I think if people in the
USDA really want feed back from those in
the industry they should wait till at lest Augest when things slow down.
In that business a lot of folks have borrowed to the maximum to have the
inventory for the next 4 mo. and if they don't make it between now and
August they lose. So
August would be when those people at the grass roots (in the field) can
most easily contribute the time . This is the worst time to be sneaking
those rules by if the USDA really wants feedback.
