Phytophthora cinnamomi

Do you know how prevalent this fungus is throughout California? I now work
for Marin Municipal Water District and we are considering purchasing some 48"
box Quercus agrifolia from a nursery in the Bay Area. When we inspected the
plants some roots were damaged and upon testing were found to be infected
with the disease and we are told the plants had been treated with Subdue. We
are considering rejecting the trees. I am wondering if this is warranted?
Or should soil prep, drainage and irrigation be of more concern once the
trees are planted?
The job side has pretty strenuous conditions from poor drainage, compacted
soil, southern exposure, windy, etc.
Any ideas would be helpful. Thank you.
