SL6 Program (Grazing Land Protection program)

Hi! A farmer living in McPherson County Kansas asked me about the ASCS
program called SL6 that intends to provide cost share to protect grazing
lands. I am not familiar with this program. He wants to use this program
to cost share high tensile electric fencing and water development for
a management intensive grazing system. He is told by his county ASCS
officials that they can only cost share three barbwire fences with
steel posts. That type of fence doesn't make sense for him in his system.
He knows of a farmer in a different state that has used this program
to cost share development similar to what he wants to do. What does
anyone know of this program and can it be flexible to meet this
rotational graziers needs?
