Part of what may be occurring here relates to greatly improved chemical
analysis techniques. Our ability to detect has improved by several
orders of magnitude (we can identify parts/billion or trillion now)
since the Delaney clause legislated. The law says no animal carcinogen
may be used if it can be detected later period (do I have that right?).

Zero tolerance for some (many?) substances may not be sensible.
