We are pleased to announce the appointment of Dr. Floyd P. Horn
as Deputy Assistant Secretary for Science and Education. Dr. Horn is no
stranger to the Department having served for 24 years as a scientist, a
research leader, and administrator for the Agricultural Research
Service. His current assignment is Director for the Southern Plains Area
located at College Station, Texas. He has responsibility for all ARS
research in the States of Oklahoma, Texas, New Mexico, and Arkansas as
well as programs in Mexico and Costa Rica. Dr. Horn is a native of Maine
and received his B.S. degree at Orono in Animal Science. His M.S. and
Ph.D. degrees were earned at West Virginia University in Ruminant
Nutrition. Dr. Horn is well known for his effective leadership among
diverse groups and on a host of issues.
He will report to his new position in the Department on October
16. We look forward to his joining the management team in USDA.
