One of the problems is that Americans may be following in the footsteps of
the British, who made assumptions about BSE based on their knowledge of
scrapie that proved to be wrong. Now everybody is making assumptions based
on their knowledge of British BSE and may be missing an American BSE-like
disease with different behavior.
One of the reasons the situation got so bad in Britain is that in the early
stages the government and other authorities were active in issuing
reassuring public relations poopooing suggestions there was a serious
problem while dragging their feet on taking action.
