Job Title: Agricultural Economist (Food Security/Natural Resources)
Grade: FC- 0110-12 (Schedule B)
Area of Consideration: All Sources

The individual selected for this position will be assigned to the
Development Resources Division, International Cooperation and Development,
Foreign Agricultural Service. The incumbent will work directly with the
U.S. Agency for International Development (USAID)'s West Africa Regional
Program (WARP) located in Bamako, Mali, West Africa. The incumbent will
provide senior technical and professional support and will assist in the
identification, analysis and evaluation of regional economic, food,
agricultural and natural resources policies and programs in the West Africa
region with particular emphasis supervising and/or conducting country
specific and regional analyses that will serve as the basis for strategies,
policies, and programs to support broad-based economic growth and food
security in West Africa. The incumbent will maintain regular contacts with
relevant USDA agencies and provide linkages to USAID with USDA agencies and
sources of information on West African food security, agricultural, natural
resources management and economic integration issues. Approximately 50
percent of the Advisor's time will be spent on missions in West African
countries.

Required Skills:

-- a Ph.D. in agricultural economics,

-- experience in international development that includes exposure to
Sahelian/West African development issues,

-- demonstrated competence in a broad range of economic and analytic
techniques and modern information technologies,

-- practical knowledge of the status of donor policies and strategies as
they related to food security, agriculture, the environment and natural
resources, trade and economic integration in Sahelian countries and West
Africa,

-- skill in oral and written presentations to order to prepare and present
complex technical and economic analyses and information and options,

-- strong interpersonal and networking skills to work successfully with
diverse partners of different cultures, disciplines and backgrounds,

-- fluency in French.
