You sure have changed since the last time we discussed this and I'm
glad to find renewed confidence on your part, but if your proposals
weren't solicited or you have no highly trusted and direct access to
key policy makers, you may be better off organizing grower
participation in a concrete project of the type you contemplate, then
procuring support for it through existing programs.

If your project is successful, your chances of leveraging policy
decisions based on the results achieved would be to refuse.

I think you're looking at viable potential projects for your area.

In any case, if you want to take a shot at the policy angle I can
point you to people in all three presidential candidates campaign
committees.

Also, you probably know the the head of the growers association in
your state was also a losing Gubernatorial candidate and can probably
connect you to the people you'd need to see in that party's camp - I
assume you know who I mean (just be very careful - his older brother -
the biggest melon grower in the state, managed to rob me of few
thousand dollars and did so with full premeditation).
