From what I read on the proposed rule any other eco-claims (such as free range in addition to organic) as long as they are not misleading will be acceptable.

Why does the proposed organic rules only require access to fresh air and sunlight to ruminant animals? I seriously doubt the average organic consumer expects to be getting factory pork or chicken when they choose organic.
