Around these parts, the Tennessee Valley Authority achieves some control of
mosquitoes in lakes by fluctuating the water levels during certain parts of the
year. If the ponds you mention are set up so this can be accomplished, it may be
an inexpensive alternative.
Their main number in Chattanooga is 423-751-0011. They should be able to direct
you to the dept. responsible for this. If you hit a bureaucratic morass, contact
me off-list and I'll try some people I know that work there. They may have
published info on how they do it, timing for mosquito life cycles...
