The lakes are probably not the only standing water on your campus, so seek
out doggie dishes, tires and other things that collect rainwater and drain
them.
A very effective solution for mosquitoes is Bacillus thuringiensis
israelensis, found on the retail market as Mosquito Attack. It's about 99%
effective against mosquito larvae. It can be bought as a wettable powder
oras donut shaped floats that release over about a 30 day period. Mosquito
fish are another line of defense against larvae. They're about the size of
guppies. Bats are a super defense against the adults. Maybe your CSA
would like to host a bat house building party.
