(EU) EU/AGRICULTURE: DECLARATIONS BY FISCHLER ON AGRICULTURAL NEG0TIATI0NS
AT WTO AND ON MEMBERSHIP NEGOTIATIONS WITH APPLICANT COUNTRIES

Berlin, 14/01/2000 (Agence Europe) - During the "International Green Week"
in Berlin, European Commissioner for Agriculture and Fisheries Franz
Fischler took a stance on the major topical issues concerning European and
international agriculture, and essentially:

WTO agriculturat negotiations. While regretting the failure of the Seattle
Conference, Millennium Ronde Fischler declared that three major lessons had
been learnt: a) in future negotiations, it no longer be possible simply to
deal with the mechanical dismantling of import duties and other obstacles
to trade. Fundamental social rights, environmental and health standards,
cultural diversity and the quality of life, these are as many topics that
we can no longer neglect and which correspond to society's genuine
expectations. The European agricultural model is better adapted to the
demands of tommorow than the "stereotype model recommended by those in
favour of the total liberalisation of agricultural trade"; b) world trade
cannot solely be dealt with between industrialised countries, developing
countries (which represent 80% of WTO members) must be involved in
negotiations; c) the work of the WTO has to guarantee transparancy of the
decision-making process.

(EU) EU/WTO: 1410112000 (Agence Europe) - French Minister of Trade,
Francois Huwart, announced on Thursday that France would submit proposals
for institutional reforms of the World Trade Og"anisation at the beginning
of its PresidenU pf the EU, in July 2000, says AFP. According to the same
source, Mr. Huwart is to meet the Director of the WTO, Mike Moore on 25
January, and intends going on a round of European capitals and ernerging
countries in the coming months to find compromises on these reforms.
