Millennium Gardens

I've searched high and low for references that USDA Secretary for
Agriculture Dan Glickman supposedly made concerning a new gardening
initiative called Millennium Gardens, but I can't find anything anywhere. I
was under the impression that it's related to the USDA's food-security
initiatives.

Could someone please point me in the right direction for more information?
