transition incentives

I am working on a project for the Pesticide Action Network on feasibility
of economic incentives for farmers to reduce pesticide use. We will be
focussing on reduction of insecticide use in oranges (citrus) and cotton
in California. If anyone has seen any recent literature regarding the
use of incentives such as cost-share for practices such as insect
scouting, cover crop planting, pest control advisor advice, maintenance
of habitat for beneficial insects, or any similar practice; or tax
credits for the use of these practices, I would appreciate hearing from
you. Likewise, although I have access to a lot of literature on
alternatives to insecticide use, if you know of any articles you think
would be particularly helpful to me, I would appreciate hearing from you.
