manure and disease (fwd)

I am trying to locate information regarding manure and adverse human
health effects. Here's the situation: A large dairy farm has been asked to
remove its excess manure piles from its property or face a fine. To get
rid of the piles the farm has been carting the manure over to a rural
neighborhood and dumping the manure on vacant lots. Dairy farm employees
have assured residents that the manure poses no health risks and is in fact
very beneficial to the land.

The residents aren't so sure. Apparently, they have noticed an increase
in the number of reported tuberculosis, ringworm and immune disorder
cases.

Can manure cause the problems above? Or, is it the tremendous increase in
flies and other manure loving insects that can cause the health problems
noted above? I would appreciate ANY information concerning published
studies (if there are any) or folks I can talk to concerning this matter.
