I'm glad to see this discussion on SANET. I have been worrying about the
pending HACCP implementation and it's potential impact on small-scale
producers and was beginning to wonder if I was the only one. At a
USDA/Southern University Small Farm conference in Memphis last April
representatives from USDA said they expect the implementation of these new
regs to have a significant impact on small-scale livestock/poultry
processors. The representatives speaking at the meeting were not even aware
of the potential benefits to small farms of custom processing of livestock
and poultry for direct sale, and had not even heard of the various "pastured"
or "salad bar" livestock initiatives (e.g. Salatin, Lee, etc.). I'm afraid
these regs are being developed even more inside the beltway, and in the dark,
than usual. At the time these representatives said they were not concerned
with on-farm vegetable processing--apparently they hadn't really thought
about it--but these new regs have the potential to impact the full range of
small-scale value-added initiatives. I'm no longer as up to date as I should
be, so I'll add my name to the list of folk who would really appreciate an
active discussion of this important issue.
