I think this is relevant to your question. In Portland, OR our Bureau of
Environmental Services (BES) purchased a 16 acre parcel that included a
wetland and upland farm that had been farmed for over 100 years but had
been unused for several years. BES purchased the land for floodplain and
wetland protection. The farm is the last farm of its size in the city
limits of Portland. About four years ago, BES "leased" the upland part
of the property to two farmers who were operating a CSA. Part of the
terms of the lease required that the farmers farm sustainably
(organically) and provide public education on sustainable agriculture and
natural resource protection in exchange for the opportunity to farm the land.
Zenger Farm continues to be leased by Urban Bounty Farm, the CSA, and has
a thriving CSA and education program as well, mostly reaching elementary and
middle school students. Friends of Zenger Farm was formed this year and is working to
extend the reach of this educational effort to include the broader
community, develop high school education and involve the local
residents.
I can refer you to other folks for more info if interested.
Good luck with your efforts.
