seeking info. re: the Fund for Rural America

Greetings SANETteers,
I am a graduate student in interested in the USDA/ Federal Government's
commitment to sustainable and alternative agricultural development as
reflected in the political struggles around the 1996 farm bill. I am
particularly interested in understanding and locating the rise and fall of
the Fund for Rural America as exemplary of this process. I'm wondering if
anyone out there help me out with the following questions, or to
communicate with me further, or forward this enquiry to people who might:
*what was the process by which the FRA was included in the FAIR?
*whose idea was it?
*who wrote it and lobbied for it?
*who spoke on its behalf in congress, and what were their rationales &
justifications for its necessity?
I would truly appreciate any replies, and thank you all for the work you do
on behalf of agricultural and rural sustainability.
