There is a mailing list called BCREGS devoted to discussion of these
kinds of issues. I haven't seen any mention of these bills, but it
would be a good place to post your inquiry.

If you want to join the list, sending a one-line e-mail message (with no
"subject") to LISTSERV@LISTSERV.UARK.EDU The one line should read:

SUBSCRIBE BCREGS-L Jane Doe

....where Jane Doe is your real name.
