Chem/GE trespass law

Can anyone direct me to federal or state statute or caselaw (website maybe?)
regarding chemical/GE trespass by a conventional farm to a neighboring
organic farm? We are currently approaching our township, as they seem to be
pretty indiscriminate about cutting back shrubbery, trees, etc. along
roadsides that act as buffer zones between our farm & conventional
neighbors.

I understand that there is law that exists which makes the farmer
responsible to keep his inputs ON HIS OWN FARM, and liable for loss of
certification status & market of a neighbors crop should contamination
occur, but need concrete citations. I've asked for the township's assistance
to keep these "fences" in tact as much as possible, without, creating road
hazards of course. I also understand there is an organic agriculture law
institute in Rosemont, PA, who I've contacted & am waiting to receive
response. Any other thoughts most welcome.
