I'm afraid that your anti-hoax radar is leading you astray. There is indeed
a system of anti-hail radar and rocket launched hail suppression.
In North America hail suppression is carried out by aircraft seeding the
potential hail producing clouds with silver iodide crystals. However the
Russians, and the Bulgarians, have been making use of rockets to seed the
clouds. An exhaustive coverage of hail suppression technology - which dates

Your anti-hoax radar is working perfectly. There is no such thing as
anti-hail
missiles. If there were, don't you think we would be using them?

Sounds to me like just another attempt to blame everything on the evil
empire.
We are, after all, an economic and military empire like the British used to
be.
