I have had three years success with a three foot economy wire fence a la
Home Depot.
I buried the first side of the garden but tired of digging the trench, so
for the other three sides I bent the bottom 3 or 4 inches of fence outwards.
Maybe I have stupid woodchucks, but they haven't tried to dig under it.
Also, I bend outwards the top 6 inches or so, making a shelf. The woodchuck
may try to climb the fence, but he bumps his head on the shelf, and can't
figure anything further to do. This has worked 100 per cent, except a couple
of times when I left a hose draped over the fence and he used this to climb
over.
