At least one fish meal product I am aware of has ethoxiquin in it as a
preservative.
My main machine had to go back for repair, so my ethoxiquin file is not
available, but a simple search will turn up some info on it, particularly
look at the FDA and EPA registrations and scientific info. Generally
speaking, in organic production any feed containing a synthetic like
ethoxiquin should be prohibited across the board. The Organic Materials
Review Institute has it on their prohibited list. OCIA does not list it
specifically, but like Oregon Tilth and CCOF, OCIA "subscribes" to the OMRI
list, but how the OMRI standard interfaces with the certifier's lists is
unclear right now, but I am asking.

I think its fair to say that the jury is out on bone meal as feed source, for
organic non-ruminants or otherwise. While accepted for conventional
non-ruminants, the BSE issue continues on, as Robert Stauber recently wrote:

" Post Oprah ( the Texas Cattlemens suit against Oprah Winfrey-Howard Lyman)
Very little reporting has been done on this critical issue,
even though we have sheep, deer and elk infected with their version of the
disease here in the US. Since 30 year old Doug McEwen died in Utah there
is concern that the mad cow type disease that is epidemic in deer and elk
in some areas of the west may be moving into humans. Cattle blood plasma
is routinely fed to calves in milk replacer. Over the counter supplements
contain hundreds of milligrams of 'raw bovine pituitary' with no consumer
awareness of the risks of consuming brain. Etc., etc.
