I just assumed that if farmers abandon tillage within a decade or so,
some people must have campaigned vigorously (or perhaps even forced
them?) to do so.

I am not familiar with all the arguments, but I know that Chinese
farmers engage in tillage and I've read that the traditional Chinese farm
is actually one of the most energy efficient in the world (much more than a
typical U.S. farm). Perhaps one of the reasons is they use animal manure
as well as night soil?
I still wonder how many of the U.S. farmers who stopped tilling are now
completely reliant on herbicides for weed control, and how many made the
transition to organic agriculture...
