Job Title: Social Science Specialist(Resource Tenure and Management)
Grade: GS-101-14 Area of Consideration: All Sources

This is a Resources Support Services Agreement (RSSA) position for the
United States Agency for International Development (USAID). The
individual will be assigned to the Inter-American and International
Programs Branch of the Development Resources Division, ICD and will be
detailed to the Office of Women in Development in USAID's Bureau for
Global Programs, Field Support and Research (G/WID) as USAID's senior
Women in Development Specialist with responsibility for addressing
gender considerations in economic development policies and programs
that influence or involve patterns of resource management and resource
tenure practices.
The incumbent serves as one of two USAID's Senior WID Specialists,
working under the policy direction of the Office Director and the
administrative guidance of the Deputy Director. The incumbent
provides Global Bureau and Agency-wide leadership in all social
science aspects of integrating gender throughout USAID programs, as
called for in the Agency's Gender Plan of Action, including policy
guidance and guidance on program interventions.
Position responsibilities may include, but are not limited to, the
following:
1. Provides Agency-wide technical leadership and policy and program
guidance as one of USAID's chief social science experts on improving
women's economic, educational and legal status from the perspective of
resource tenure and resource management.
2. Improves G/WID's technical input into strategic plans, R4s and
customer service plans of overseas posts in the area of resource
tenure and resource management.
3. Within the context of resource tenure and resource management,
fosters exchange of research, development approaches, policy findings,
methods, and lessons of experience among USAID organizational units,
with other donors, and through professional networks.
4. Reviews and evaluates relevant proposals from the private sector,
academic and scientific organizations for possible Agency support
through Global Centers or Regional Bureaus.
Required Skills:
-- Advanced degree in the social sciences;
-- Extensive experience in resource tenure and resource management
issues, to include consideration of physical, natural, economic, and
social resources;
-- Demonstrated direct experience with donor stategy and program
design, management, evaluation, and impact assessment;
-- Extensive experience and in-depth addressing gender issues in
developing country settings;
-- Demonstated ability to communicate orally and in writing;
-- Knowledge of the international and national agricultural research
institutes, the international donor community, and the regional/policy
networks working on economic growth, agricultural development and
gender issues; excellent ommunications/networking skills to interact
with these bodies effectively;
--Strong written and spoken command of a second language.

issues related to sustainable, broad-based economic growth,
agricultural development, and poverty reduction strategies, policies,
and programs.
The incumbent serves as one of two USAID's Senior WID Specialists,
working under the policy direction of the Office Director and the
administrative guidance of the Deputy Director. The incumbent
provides Global Bureau and Agency-wide leadership in economic issues
related to increasing the effectiveness of USAID's sustainable
development strategy by integrating gender throughout USAID's programs
as called for in the Agency's Gender Plan of Action, including policy
guidance and guidance on program interventions.
Position responsibilities may include, but are not limited to, the
following:
1. Provides Agency-wide technical leadership and policy and program
guidance as one of USAID's senior experts on gender-based constraints
affecting economic growth, agricultural development, food security,
and poverty reduction strategies, programs, and outcomes;
2) Improves G/WID's technical input into strategic plans, R4s, and
customer service plans of overseas posts in areas related to
broad-based economic growth and agricultural development.
3. Provides management and technical oversight of activities,
programs, and project resources; prepares documentation and actively
participates in the competitive contracting process where applicable
for new projects and amendments.

Required Skills:
-- Advanced degree in Agricultural Economics with extensive applied
research experience on issues related to agricultural policy, food
security, rural growth linkages, and intra- household decision-making
-- Extensive knowledge and in-depth understanding of agricultural
development and rural economic growth issues and the gender-based
constraints/opportunities affecting them
-- Demonstrated direct experience with donor strategy and program
design, management, evaluation and impact assessment.
-- Leadership abilities to develop and implement a strategic plan of
action within the office and work independently
-- Demonstated ability to communicate orally and in writing;
-- Knowledge of the international and national agricultural research
institutes, the international donor community, and the regional/policy
networks working on economic growth, agricultural development and
gender issues; excellent ommunications/networking skills to interact
with these bodies effectively
-- Ability to contribute technical guidance and recommendations on
economic growth strategies, programs and projects; and the ability to
develop new approaches to integrate gender, test hypotheses, and
design data collection efforts
