prisoners as laborers

For some reason in Tx anyhow, you have to be grant-funded or some other
gvmnt 'charity' org to be allowed prison labor help. I have a friend who
runs an environmental outside school for kids, and she is allowed 'trustee'
type laborers for most of the heavy work. They do it for community service
hours taken off their sentence, and most stay after the term is up, helping
her as friends. It is a unique situation here.
