In the sixties, when I was in high school in Riverside, CA, I heard a local congressman (who was running for senate) say basically the same thing. Americans didn't want to do the dangerous &/or dirty jobs that the migrants were so glad to get. He referred specifically to date pickers climbing date trees, but the same is true for any of dozens of other jobs that local unemployed would refuse to do.
The reputation of the Mexican labourers and, especially, the legal Mexican immigrants was always for hard work, trustworthiness and dedication to family. What values could be more "American" than that??
