SUBJECT: Jim Baca Forced to Resign as BLM Director
Efforts to retain Jim Baca as Director of Bureau of Land
Management ended today, when Baca announced his resignation
effective immediately. It is clear that Baca was forced to resign
because of his outspoken support of meaningful reform, which calls
into question the Clinton Administration's support for any
fundamental change in how our public lands are managed.
Citing differing management styles as the reason for his
dismissal, Secretary Bruce Babbitt stated, "This personnel change
in no way means a change in policy. In this Department the buck
stops on my desk, and I remain as committed as ever to reforming
our public lands policies."
Dr. Michael Dombeck, currently chief of staff to Assistant
Secretary Bob Armstrong, has been named Acting Director. Dombeck,
who holds a doctorate in biological sciences, has spent most of
his career with the BLM and the Forest Service including
assignments as science advisor to the BLM Director from 1989
through 1992. He has also spent several years as USFS National
Fisheries Program Director.
The selection of the new BLM director will be an important
test for the Clinton Administration. It will fail this test if it
buckles to pressure from commodity interests in choosing a new
director. We cannot accept a return to the commodity-driven
policies of the past at the BLM and urge the Administration to
complete its break with the failed policies of the past.
