Coastal Waterways Act

Hello sanetters,

I am wondering if any of you out there have any information about the
Coastal Waterways Act and its implications for agriculture. My brother who
runs a small dairy farm in MI is convinced that it is going to be the
death of the small farm. Any insights would be appreciated.
