USDA Program Cuts

According to the WASHINGTON POST, Friday, February 4, 1994 the following
programs are slated for elimination from the FY 1995 Budget.

Oilseed export subsidies 50.0 Million

Cooperative State Research
Service 23.0 Million

Rural Development Administration/
Emergency water assistance grants 10.0 Million

FmHa state mediation grants 3.0 Million

The Cooperative State Research Service (CSRS) includes the Sustainable
Agriculture Research and Education (SARE) program (the only explicitly
sustainable agricultural initiative to come out of USDA) and ARCC, the
alternative uses for agriculture products project.

Agriculture in Concert with the Environment (ACE), the EPA companion to
SARE was cut by 1/3 in Fy 1994.

SARE also supports the Sustainable Agriculture Network (SAN) which
initiated sanet-mg, and employs me. [For the record]

FmHa state mediation grants were established during the farm depression
of the 1980's. They were designed, in part, to assure that local FmHa
officials were following their own regulations when renegotiating
troubled debt with financially-stressed producers.
