Least-toxic pesticides labeled for crop

I have several IPM-related questions. Any assistance
is greatly appreciated and will probably help save the
world (or at least make my job easier). :-)

1) I am looking for least-toxic pesticide alternatives
to Monitor (tm) [Methamidophos] for control of
green peach aphid on potatoes?

2) Are there other handy references on pesticides
that you recommend in addition to the guides
published by Meister Publishing Co. (Insect Control
Guide and Farm Chemical Handbook) and Thomson
Publications (The Quick Guide)?

3) Can anybody shed light on the content and uses of
the NPIRS (National Pesticide Retrieval Information
System) Database?
