A study of Wisconsin's Nonpoint Source Pollution Control Program done by
Aaron Wolf and published in the Dec 1995 Water Resources Bulletin found
that "despite the size and sophistication of Wisconsin's NPS program, there
is little if any improvement in ambient water quality in these watersheds,
probably because of a general lack of adequate participation in this
voluntary program."
Perhaps a group that may have some insight about this is the Watershed
Agricultural Council, which is overseeing the implementation of BMPs in
order to protect New York City's water supply. They are required to get
over 80% voluntary participation amongst the farmers in the watershed, and
the resulting water quality benefits are being carefully analyzed by
several agencies and organizations. Thier web site is
