query on trends in research funding allocations

Folks: I am researching a talk on the ethics of field
crop biotechnology. One dimension I'd like to pursue is the
implications of re-allocating public research moneys away from such
traditional disciplines as crop production systems, agronomy, ecology,
pathology, entomology and breeding and towards genetic engineering,
transgenics, molecular genetics, and biotechnology in general. This
query could be addressed through actual research fund allocations,
through project and/or thesis titles, or through faculty positions.

I am wondering if anyone might have been tracking this, and if so,
could you put me on to some good reference sources? I have the
excellent Searching for the "O" Word publication, but this is a
somewhat different issue. I don't want to limit this screen to just
organic farming, but to all the disciplines which could have a
bearing (or more properly, could have had a bearing) on developing
commercially viable production alternatives to the "pick your poison -
chemicals or biotech?" line of reasoning.

This argument would be a lot stronger with some good data covering
the last 20 years or so. It could be for a state or province or for
either the US or Canada. If you have it for a single department or
college, that would help. I appreciate any thoughts you can provide.
