BACKGROUND:
Over the last 10 years, a series of major international fora,
including the 1992 United Nations Conference on Environment and Development
(UNCED) in Rio de Janeiro, the Social Summit (Copenhagen, 1995), and the
World Food Summit (Rome, 1996), focused on the sustainability of the
world's natural resources and highlighted the need to link and balance
environmental stewardship, economic development, poverty alleviation, and
community vitality.

The UN Commission on Sustainable Development (CSD) was established to
monitor progress towards the goals set out in Agenda 21. As Task Manager
of several Chapters of Agenda 21, the Food and Agriculture Organization
(FAO) was designated to review the sectoral themes of Integrated Planning
and Management of Land Resources; the cross sectoral themes of Financial
Resources/Trade and Investment Growth and the economic sector of
Agriculture for the eighth CSD in the year 2000.

The Netherlands has taken the initiative to organize an international
conference to address these themes of Integrated Planning and Management of
Land Resources and Sustainable Agriculture. This conference, currently
named Den Bosch II, follows a 1991 conference hosted by the Netherlands in
Den Bosch, which provided the basis for Agenda 21, Chapter 14, promoting
Sustainable Agriculture and Rural Development. The Den Bosch II conference
will play a similar role to the earlier international gatherings
formulating the follow up agenda in sustainable land management and
agriculture for the new millennium. It will also play a catalytic role
globally in providing an open and participatory platform for information
sharing and dialogue among key parties (countries, UN and other
international organizations, NGOs and others). Of utmost importance will
be a review of progress through a stock-taking of success stories, lessons
learned, and remaining gaps, regarding topics that are of high priority in
the changing role of sustainable agriculture and integrated land resources
management.

In support of these activities, a public forum was held in the United
States to solicit input into the stock-taking and the organization of the
Den Bosch II meeting. Additionally, the United States would like to
support the process by providing assistance to the FAO for a one-year
period for preparations prior to and following the Den Bosch II conference.

TERMS OF REFERENCE:

1. One-year position, beginning early January 1999, stationed at
FAO, Rome, Italy.

2. The main task would be to synthesize the case study materials
from the stock-taking, circulate the results, and organize a participatory
review process.

3. A secondary task after May will be to prepare for the CSD-8.
This will involve preparation of background materials and relevant
documentation, involving NGOS, other UN agencies, countries, and other
partners.

4. The candidate will participate as a member of the Executive
Bureau team and will work together with other FAO staff tasks in the
preparation for the conference.

5. The candidate will also be expected to brief USAID, USDA, and
the US State Department on a regular basis through email reports, telephone
calls, etc.

6. The candidate should have excellent, demonstrated writing and
analytical skills; knowledge of the international sustainable agriculture
and land use debate; and excellent communication and teamwork skills.

7. The candidate will be placed in the Executive Bureau of the FAO,
attached to the Sustainable Development Division.
