I think the plan of the Agricultural Conservation Innovation Center is right
on target. First, it provides an opportunity for growers to try out new
technology with reduced risk. Second, it provides an opportunity for
promoters of environmentally friendly technology (including the government)
to, in a sense, put their money where their mouth is, by underwriting some
of the risk.
By underwriting a share of the risk of practices that really are risky (or
even expected to reduce income), the government and private organizations
could subsidize these practices, all in the familiar framework of crop
insurance. This might constitute a way of connecting the desire for change
in the environmentalist community, with the agricultural production
community.
