compulsory certification

My garden was first certified in 1977. OGBA (MN). "Inspectors need a
living wage too." "Build the industry" Safe Food! Consumer's rights!
Hey, why not RENEWAL Category for certification?? My raised
bed, no till, continuos mulch, aisle composted direct sale restaurant
market went on for years. Did I need ANNUAL inspection? I couldn't
afford it anyway. Every few years I did it again. Why not RENEWAL ?? My
production system was the same, same ground, different interns, 1.5 acres,
fallow changed some times.
Very few chefs went by organic certification, and rarely a premium -
Flavor, Looks, Presentation, Fresh - then a prime price, except at
Basil-Tomato flood time.
Organic Certification RENEWAL category specially helpful/relevant
for small, start-up producers. (Under 5 M?, 20 M? what gross?)
Is this a great idea or what? Renewal...has a good sound to it.
How about renewal for five years, then recertification insp. If you change
to another farm, another crop, even another field maybe, then recertify
inspection.
Compulsory annual certification. Bad idea, how about $5.00 RENEWAL -
