XXV CONVENTION OF THE PANAMERICAN UNION OF ENGINEER'S ASSOCIATIONS -
UPADI'98
III PANAMERICAN CONGRESS OF SUSTAINABLE DEVELOPMENT
PRESENTATION
In the last decades, increasing interest of man for his environment has
brought deep changes in the relationship environment - development. As a
consequence of this, the vision of "Sustainable Development" arises this
was reiterated in "Our Common Future" in the Bruntland Commission of
1987. From then on many definitions have been proposed, ones of worldwide
knowledge and others of sectorial interest focused on natural=20
resources.
The "Sustainable Development" gathers two terms in its definition. The
first term, concentrates on getting the development goals. Since the fact
that the development is a whole process due to comfort or abstraction, it
has been conceived and divided into different independent levels so we
can talk about cultural, social, political and economic development;
although all of them have certain autonomy, in the practice, they are all
related reciprocally. The term "sustainable" emphasis on the control of
the negative effects generated over the environment by human activities
derived from their development in order to not endanger the satisfaction
of the future generations' needs.
In Latin America, the environmental problems such as the degradation of
the natural resources, poverty, ecosystem breakdown, loss of the
biological varieties, etc. have been increasing by the lack of
development planning; this fact compromises us to participate more
actively in the attainment of the sustainable development: A development
that integrates the ecological, political, legal, economic, technical,
social and cultural factors framed by the integration and=20
globalization.
The Third Panamerican Congress of Sustainable Development organized by
the National Agrarian University La Molina and the Peruvian Society of
Engineers, is one of the activities of the XXV Convention of the
Panamerican Union of Engineers' Association - UPADI'98 that gives us the
opportunity to make possible the contribution of Engineering to the
efforts of reaching the sustainable development in our countries.
OBJECTIVES
GENERAL=20
Make a space for the analysis and thinking about the challenge of
Engineering, framed by the sustainable development in the third
millennium.
SPECIFIC
=B7 Propose lineaments and policies to reinforce sustainable development in
our countries.
=B7 Identify and unify criteria so that Engineering represent a useful tool
for sustainable development in countries in our region.
=B7 Promote exchange of experience, and strengthen the national, regional
and international bonds in order to assume responsibly for the goal of
sustainable development.
=B7 Establish a National Network of Sustainable Development for its
regional and international integration.

DYNAMICS OF THE CONGRESS
The III Panamerican Congress of Sustainable Development will be developed
through Magistral Conferences held by specialists and authorities of
first level, Round-Tables and Expositions of proposals and/or Technical
papers.
A detailed program will be presented in the second announcement of the
Congress.
PRESENTATION PAPERS
=B7 Summaries will be sent by fax, E-mail or other means with dead line
September 10, 1998.
=B7 The Summary should contain: Title of the Work, Author(s) and
Nationality. At the bottom of the page, please indicate name of
Institution, Address, Telephone, Fax, E-mail, etc.
=B7 The papers that are selected and approved by the Comission of Technical
Works of the Congress will be presented up to October 9, 1998.
=B7 The selected papers will be presented in no more than 10 pages, size
A-4, attached with a diskette with a known text processor, Microsoft Word
or Word Perfect R. 6.0
