This is not strictly true. Anyone can start a journal (with enough
money) and call it anything they want, and publish anything they want.
You can always have your friends review your paper. But reliable
scientific journals are usually connected with a scientific society with
public credibility. Going through the motions of peer review is no
guarantee of quality. The real question is: what community is backing
up and reviewing papers that go into the "Journal of Natural Medicine"?
