You have gotten right to the heart of the issue. MY question is WHY wasn't
that done? And the answer may be hard to demonstrate conclusively, but it
appears that there are special interests involved, and some degree of
complicity or at the very least - confusion on the part of the "competent"
authorities involved. It doesn't matter in the end. The only real (and just)
solution is just as you have stated.
