I should have posted over a month ago. I found out from Michael Sligh,
former Chairman of the NOSB, that unless one includes the NOP docket
number properly attached to any comments sent to the USDA, they are not
(legally) obligated to pay any attention to them or add them to
records published in the Federal Register about the NOP. Case closed.
