She got it from page 2 of the Federal Register / Vol. 62, No. 241 published Tuesday, December 16, 1997, which discusses the Proposed Rules. This document is downloadable from the UDSA's NOP Proposed Rule Homepage:

The first two are how you get in and the last one is the complete rule as published in the Federal Register, .pdf (acrobat) format. There is a text version of the complete rule, but in .pdf format it's 499 pages vs. 119 pages for the version published in
the Federal Register, which I assume is too large to copy to a word processor (the windows clipboard won't hold it) and would take a long time to download. It could probably be copied in pieces though. I've noticed that .pdf will copy page by page but
the full Register version is in .pdf only and in 3 columns, so you either format for that or will have a multitud of short line ends to eliminate.
Here's what page 2 says about the docket #'s (emphasis added):
SUPPLEMENTARY INFORMATION:
Submission of Comments
Written comments submitted by regular mail and faxed comments should be identified with the docket number found in brackets in the heading of this document. Multiple page comments submitted by regular mail should not be stapled or clipped to facilitate the
timely scanning and posting of these comments to the NOP homepage. Persons submitting written or faxed comments are requested to identify the topic and section number, if applicable, to which the comment refers: ... Topics should be selected from the
