I get reasonably good control in a greenhouse using a pyrethrum/neem mix.
The pyrethrum provides knock down and the neem acts as a feeding deterrent
and insect growth regulator. You didn't specify the areas involved sizewise
for me to deduce whether this would be cost effective for you. It's probably
possible to buy neem seed and leaves in bulk and cheaply create weak
solutions. Perhaps someone in India could discuss neem usage in the tropics.
