Small-scale no-till veggie planter

A market gardner is looking for information on a no-till vegetable
planter for small-scale production; i.e., human-powered equipment
versus tractor-powered equipment.

The grower raises winter cover crops, which are then mechanically cut or
chemically killed to achieve a thick mulch. Spring vegetable crops
are then seeded into the no-till mulch. Thus, the no-till planter must be able
to "cut" through the mulch similar to a hand-pushed seed drill, or
to "punch" through the mulch similar to an old hand poking corn planter.

* Do any plans exist from Cooperative Extension or American Society
of Agricultural Engineers to build a small-scale no-till drill?

* Do any companies manufacture small-scale no-till drills, or
supply appropriate equipment parts?
